Project to Formulate the Disposal Mechanism for the Buildings Construction Waste Containing Asbestos and to Promote the Relative Work Plan

The buildings construction waste containing asbestos will have an adverse impact on the environment and human health if it is damaged and dissipated. Due to the fact that the dismantling regulations for the asbestos-containing building materials are strict and their disposal costs are high. Therefore, this project has formulated the disposal mechanism for such waste, and planned the subsidy program, so as to improve the related supporting measures of the program mechanism. During the implementation of the project, we assisted the EPA to grasp such waste output and its pricing, and helped evaluate final disposal method in our country and the appropriate form of purchase contract adopted by the subsidy program, in order to facilitate the EPA to sign contract with the most suitable institution, coupled with the subsidy program key points, the standard operating procedures at each stage, and the drafting of the local government's applications to the central government for the subsidy plan, so that the environmental protection agencies at all levels and the inspection, demolition, removal and treatment agencies or firms of the construction may have a better understanding and a model to follow. During the operation of the management mechanism, through the establishment of the local-review-central-supervision mechanism, through the relevant review guidelines and the random inspection mechanism for subsidy program and applications, and in cooperation with expert consultation meetings or feedback and amendments from relevant institutions’ research and discussion meetings, can make a better subsidy system which can offer an option to meet the needs of EPA. In addition, with the aid of the systematic results of the remote-sensing survey of asbestos roofing by the Toxic and Chemical Substances Bureau of the EPA, we have collected the data on the asbestos-containing buildings and their construction management and land administration information in each city and county to analyze and grasp the current status of buildings construction containing asbestos and the potential output of such waste so that a reference to the priority order of subsidy applicable objects may be provided.
